For a long time after the founding of the People’s Republic of China, China’s manufacturing industry advanced with great difficulty within the framework of the planned economic system. Although a relatively complete industrial system was initially established, covering basic industries such as steel, machinery, and chemicals, the development level was indeed limited. Take the steel industry as an example. At that time, the production equipment was outdated, mainly consisting of some old-fashioned rolling mills and steelmaking furnaces imported from the Soviet Union. The production efficiency was extremely low, and the product quality was unstable, making it difficult to meet the needs of high-precision industrial manufacturing. The same was true in the field of machinery manufacturing. Most enterprises were still at the stage of simple machine tool processing, with almost zero automation. The machinery products produced could only meet the simple needs of basic fields such as domestic agriculture and infrastructure construction.
