A comprehensive understanding of the Arab Spring—its precipitating factors and the anticipation of further insurgencies from popular groups—was of paramount importance for Qatar. The protest movements that swept the region caught many by surprise, prompting widespread scrutiny. A notable religious undertone was evident, as demonstrators frequently employed Islamic slogans, organised in synchrony with the weekly Friday prayers, and there was an expectation that Muslim groups, by their structured internal organisation and discipline, might emerge as leaders in these new uprisings. Through their analysis, Qatari policymakers arrived at several conclusions with substantial ramifications for the nation’s positioning within the evolving regional order. These insights potentially shaped Qatar’s strategic approach to asserting leadership within this new paradigm. In line with this approach, the former Amir Hamad bin Khalifa decreed that Qatar’s largest mosque be dedicated to Imam Mohammed bin Abdul-Wahhab, thereby commemorating one of the Ummah’s pivotal figures and focusing on the contemporary influence of the Ulama.
