The overarching aim of this chapter is to present a historical analysis of patterns in Qatar’s foreign policy, emphasising underlying traditions and the shifts that have occurred over the years. The chapter begins by providing a nuanced discussion of old traditions as a precursor to discussing key turning points that impinged on its foreign policy trajectory under successive reigns of various Amirs. This chapter will discuss Hamad bin Khalifa’s modernising agenda and its role in instigating a paradigmatic shift rooted in the foundational principles of Kaabt al-Madhyum and Qatari inclusive Wahhabism.
