The regional equity markets exhibit characteristics such as uneven development, dispersed business activities, and diverse data, which present numerous regulatory challenges. There is an urgent need for an advanced technological regulatory solution tailored to these characteristics to promote the high-quality development of regional equity markets. In response, this paper proposes a smart contract-based penetrative regulatory solution for regional equity markets, combining the current regulatory status with blockchain smart contract technology. It designs a dual-chain penetrative regulatory architecture and develops regulatory contract templates based on laws and regulations to facilitate cross-institutional, real-time, proactive penetrative regulation. System simulation and performance testing demonstrate that the solution exhibits good stability and high execution efficiency under high load conditions.
