Addressing Rural Challenges in India: Lessons Learned from Japan

As one of the fastest-growing economies globally, India has 65% of its population in rural areas (Ministry of Finance, 2023). However, rural communities face numerous challenges, such as lack of infrastructure, income, healthcare, and agricultural challenges, ultimately affecting their overall quality of life. Similar problems like small landholding in agriculture existed in Japan post 1945, but Japan overcame these challenges, and the learnings can be applied to issues of current India. To address the rural challenges comprehensively, the Indian government and private sector have collaboratively invested in building so-called “smart”, “model”, and “concept” villages. A smart village is a concept embraced by the national, state, and local governments of India, with a focus on holistic rural development (Patnaik et al. 2020). This study examines such joint initiatives and their effectiveness in addressing developmental challenges in rural areas. In order to make problem mapping in agriculture, rural supply chain, and financial inclusion, surveys will be conducted in selected states, such as Bihar and Karnataka, sampled based on the average state score of rural development. Lastly, with respect to the mapped problems, through secondary research, this study will shed light on the learnings from Japan’s approaches in rural planning to address identified challenges in India.
