Russia has been at odds with the West over the Ukraine issue since 2014. Europe and America have imposed sanctions on it and blocked western capital and high technologies from entering it, especially in the oil and gas field. Russian President Putin pointed out that accelerating the integration between the Far East and the Asia Pacific is Russia’s priority in the twenty-first century. Its “Turn to the East” strategy has two aspects—expanding the political and economic cooperation with Asian Pacific countries, especially East Asian countries, externally, and developing the Far East region internally. Foreign relations and domestic policies are closely related and complementary in the strategy.
