A Vision for a More Complete System of Law and Modernization of State Governance System and Capacity

This chapter reviews the 70-year history of legislative work in the PRC, emphasizing its foundational role in establishing a comprehensive legal framework for modernization of state governance. It details a journey marked by challenging exploration, from the initial period of imitating the Soviet legal system to a political awakening in the mid-1950s that prompted a shift toward “walking its own path”. It asserts that the formation of the socialist legal system with Chinese characteristics in 2010 was a monumental achievement, ensuring that state and social life are broadly governed by law. This chapter concludes that China has successfully charted a unique legislative course, providing a new model for global legal civilization.
