Reflections on the Basic Experience in China’s Legislation

This chapter summarizes the fundamental experiences of China’s legislative work over the 70 years since the founding of the People’s Republic of China, particularly since the reform and opening-up period. It asserts that China has successfully forged a unique legislative path rooted in the great practice of socialist construction. It identifies several key principles guiding this work, including upholding the leadership of the Communist Party, adhering to the socialist system with Chinese characteristics, and prioritizing the principal status of the people. It details how legislative decisions are grounded in the practice of reform and opening-up, allowing for a strategic relationship between reform and the rule of law. It also highlights the importance of proceeding from China’s national conditions, combining the rule of law with the rule of virtue, and ensuring the unity of the socialist legal system to guarantee stability and national cohesion.
