This chapter explores the evolution of legislative practice in the PRC, specifically examining the comprehensive framework of “Enacting, Revising, Repealing and Interpreting” laws. It systematically analyzes the shifts in legislative methods and concepts from the founding of PRC to the present day, and highlights how, after the reform and opening-up, China’s legislative practice underwent a profound transformation, moving towards a more flexible and diversified approach to meet the demands of rapid economic and social development. Particularly since the 18th Party Congress, this framework has become more frequent and normalized. It demonstrates this through statistical data, showing a marked increase in the number and proportion of legal amendments. It concludes that this shift toward a dynamic and integrated legislative framework is crucial for institutionalizing major reforms and providing a strong legal foundation for the modernization of state governance.
