Chapter 12 discusses US-China competition in the field of global governance, specifically, global trade governance. The international organization that maintains the global rules of trade is the World Trade Organization (WTO). But the WTO's fundamental principles of non-discrimination, fair competition, trade liberalization, and transparency are being eroded and the organization is failing to perform some of its key functions. In response to US de-Sinicization strategy, China could build an “Asian Community” of economies in East and Southeast Asia and around the world with which it has close economic links, based on the WTO principles of trade. The construction principle of the “Asian” community is “market for rules”: unilateral liberalization of the Chinese market in exchange for compliance with WTO rules by the community members. The construction path is unilateral liberalization, bilateral negotiation, easy before difficult, and orderly entry.
