Research on the Development Method of Risk Management Actions for RMTS

Risk-Managed Technical Specifications (RMTS) is the technical specifications based on the existing Configuration Risk Management Program (CRMP) and Probabilistic Safety Assessment (PSA) models of the nuclear power plant, which carries out risk assessment according to the actual configuration of the nuclear power plant to determine the completion time of the limiting condition for operation (LCO). It mainly surrounds the instantaneous risk and the cumulative risk to carry out risk management and control, and introduces the concepts of risk-management action time (RMAT) and risk-informed completion time (RICT) based on the cumulative risk, which is used to supplement the original completion time of the traditional technical specifications. When the expected recovery time of LCO within the scope of application of RMTS exceeds the completion time of traditional technical specifications, the power plant can extend the completion time with RMTS. If the recovery still cannot be completed within RMAT, the power plant needs to take a series of risk management actions (RMAs) beyond the scope of normal work control to maintain and control the current risk level before RICT can be further applied. The purpose of this article is to research a RMA development method based on PSA risk-importance, so that the non PSA professional power plant operators can quickly develop credible and effective RMAs based on this method. Under the limited power plant resources, strengthen the management of specific risk important items for different configurations, give full play to the maximum risk management efficiency, and ensure the safe operation of the nuclear power plant during the application of RICT.
