This paper proposes a new method for site suitability assessment by integrating the dose distribution characteristics corresponding to various meteorological conditions throughout the year with accident probabilities, and comprehensively considering the atmospheric dispersion conditions and the safety features of the reactor units, providing evaluation recommendations from the perspective of nuclear emergency response and management. Simulations and comparative analyses on all global nuclear power plant sites and typical inland nuclear power plant sites reveal that although inland nuclear power plant sites are at a disadvantage in terms of population and dispersion conditions, the overall risk of constructing inland nuclear power plants is controllable when considering the advantages of new reactor models in terms of power output and safety.
