At present, international research on nuclear fusion energy research is in a period of great opportunities from scientific experimentation to engineering validation of fusion reactors. Controlled nuclear fusion has become the focus of international energy technology market investment. The nuclear fusion technology in China has entered the world’s leading field and is formulating a fusion development plan. It plans to complete the construction of a deuterium–tritium controlled nuclear fusion experimental facility (BEST and the HL-3 renovation project) and start operating experiments by 2027, and strive to build a commercial fusion reactors around 2050. At present, the nuclear fusion projects in China are still in the scientific research stage and lack the necessary regulatory requirements and access conditions. This paper analyzes the regulatory requirements, access conditions and engineering advantages of traditional Chinese fission power plants, summarizes, and proposes management requirements for nuclear power projects in China. By comparing the commonalities and differences between nuclear fusion and nuclear fission commercial power plants, the characteristics of nuclear fusion projects in China are analyzed and summarized. Finally, some suggestions on the management requirements of nuclear fusion projects in China are summarized, and appropriate suggestions on applicable laws, regulations and entry qualifications are put forward.
