Nuclear Chemical Program construction project is complex and the capital investment is huge, and its economy will have a great and far-reaching impact on the economy of the entire closed-cycle nuclear fuel industry chain and nuclear power and other related industries. However, there is a lack of a complete methodology for determining costs. The lack of a systematic theoretical basis in the evaluation, as well as the possibility of deviation from the actual situation of the project, which is not conducive to the determination of the costs of subsequent projects. Based on the above status quo, there is an urgent need to carry out the compilation of civil construction quotas for nuclear fuel reprocessing to guide the reasonable determination of the costs of subsequent projects. Labor costs are an important part of the construction and safety costs of nuclear and chemical engineering. Labor cost is also the basis for the charges of fees, management fees and other costs, so it is very necessary to carry out the study of labor cost. In order to study the total cost of labor, it is necessary to study the two main elements affecting the cost of labor, the consumption of labor days and the unit price of labor days. In this paper, Industrial Park Phase I and Phase II are studied with the sub-projects with safety level RS as the object, and the real situation and level of the current reality of labor situation and labor cost of the construction companies are analyzed through different forms of research, collection and collation work. Collecting and organizing the project contracts, settlements, bidding documents, budget estimates and budget documents of each sub-project and the construction site of each caliber of man-days consumed, the unit price of man-days and the total amount of labor costs, and analyzing and comparing the information collected above, and ultimately determining the man-days consumed, the unit price of man-days of the sample projects in conformity with the caliber of the fixed amount by a comprehensive analysis, and finally determining the total amount of labor costs of the sample projects. The study provides a reference basis for the unit price of labor day, total labor day consumption and total labor cost in the budget quota of nuclear chemical program, and a practical method and basis for the accurate determination of the total labor cost of nuclear chemical program.
