When scientific research and production test units carry out major tests, they are faced with many safety management documents, operating procedures, management elements, limited safety awareness of test participants such as the supervisor process and field operations, and the management focus is not focused, so they can only carry out passive management oriented by problem management. Based on the actual operation of safety management in scientific research, production and test units, this paper puts forward the concept of six-one system management, decomposes and reorganizes the elements of the system according to the corresponding relationship with six-one, expounds the specific control ideas and methods of each aspect, and supports the effective implementation of safety control of equipment test site.
