The Safety Management Manual (Doc 9859) published by the International Civil Aviation Organization (ICAO) provides foundational guidance for the implementation of Safety Management System (SMS). This paper conducts a detailed study on the construction principles and implementation pathways of SMS for civil aircraft design and manufacturing organizations, based on ICAO Doc 9859. Unlike airlines, airports, or air traffic control units, civil aircraft design and manufacturing organizations have distinct operational characteristics and varying foundational conditions for SMS development. Therefore, their SMS frameworks cannot be directly replicated from other aviation entities. Each organization must tailor its SMS to its unique operational complexity and the maturity of existing management systems, ensuring flexibility and alignment with its specific safety objectives‌.
