Performance Metrics for Circular Economy: Techniques for Evaluating Effectiveness and Measuring Progress

Anchored in the accelerating shift from ‘take–make–dispose’ systems, this chapter synthesizes how circular economy (CE) performance is currently measured and how it should evolve. We cluster metrics into five families—material flows, environmental impacts, economic value, social outcomes and systemic circularity—and map them to stakeholder decisions across policy, business, finance and community arenas. Core frameworks (ISO 59000 series, EU monitoring set, GRI disclosures) and leading tools (LCA, MFA, Circulytics, MCI, Circularity Gap indicators) are interrogated for comparability, completeness and practicality. Sector vignettes (electronics, construction, food, fashion, mobility) translate abstractions into deployable indicators. From this analysis, we expose recurring barriers—data gaps, fragmentation, narrow environmental focus—and outline four future directions: global harmonisation, ESG convergence, AI-enabled predictive modelling and justice-centred social metrics. The result is a sequenced roadmap that equips researchers, regulators and investors with a transparent, decision-ready measurement architecture to scale circular transitions with speed, accountability and equity across sectors, regions and communities.
