Assessment of Development Potential of a Site

This chapter explains how a site’s development potential, which is the potential value (the difference between the achievable value under regulations and current value) to an owner (or prospective developer) upon the (a) renovation or redevelopment of an existing building or (b) construction of a new building on a vacant site for profit, can be exploited. It covers the basic factors that determine a site’s Gross Development Value (GDV) including its proposed use, configuration, design, construction quality, prevailing market price, and maximum GFA that can be developed. A site’s GFA is determined by referencing the permissible plot ratio (PR) and site coverage (SC) of a proposed building under the Buildings Ordinance (BO), subject to any applicable lease condition and restriction under a statutory town plan.
