This chapter presents some theoretical criticisms of photographical information and some issues with aerial photo interpretation for enforcement against unauthorized land use. It explains with examples the differences between aerial and other types of photos of the usefulness and inherent limitations of aerial photos to establish changes in land use and/or development.
