Study on Nuclear Power Plant Optimal Recovery Guideline Validation Method and Key Technology

Since Three Miles Island accident, US Nuclear Regulation Commission developed a new guideline requirement NUREG-0899 and established Symptom-oriented Emergency Operating Guideline (SEOP) gradually according to this requirement. SEOP is an advanced emergency strategy since it has the ability to deal with design expansion condition. In the past, we always adopt Event Oriented and Status Oriented Emergency Operating Strategy in China Nuclear Power Plants (NPPs), and it make us lack of SEOP development and implementation experience. As the only one III generation Nuclear Power Plant developed independently in China, HPR1000 also adapts SEOP. With the regulatory authorities raising the safety requirements for the operation of China nuclear power plants, it is more urgent for us to develop independent intellectual property right “SEOP Verification and Validation (V&V)” technology. In this paper, we arranged knowledge related to SEOP validation standards and good practice, and analyzed the applicability of them. SEOP rule validation general technical solution, key technical element and critical innovative technology are also studied in this paper. Furthermore, a real Optimal Recovery Guideline (ORG) validation implementation detail solution was described. The study of this paper is of great academic significance and engineering application value, because it not only lays a solid theoretical foundation for SEOP validation, but also provides reference and guidance for its engineering application.
