Contours of Business Responsibility for Climate Protection: The Context of Montreal Protocol, the LRTAP and the Kunming-Montreal Global Biodiversity Framework

The importance of command-and-control, fiscal and non-fiscal measures and institutional arrangements to enable concerted action to protect atmosphere as a global common cannot be overemphasized. The present chapter thereby focuses on the interplay of these elements of public policy evident in the case of the Montreal Protocol that successfully transformed the policy intent of ozone layer protection to a reality. Scientific evidences arguably highlighted its imperatives for climate change impacts management. This creates the interface to distil policy lessons for integrated mitigation and adaptation outlooks. The authors accordingly map facets of evidence-based initiatives that protect the ozone layer. This sets the context to interpret some important power and energy sector’s mitigation and adaptation initiatives; country and regional level commitments and refer to the ‘spilt as part of the responsibility continuum’ to explore convergences. The chapter also highlights the ecosystem integrity outlook of the most recent much-needed overarching Kunming-Montreal Framework. This could mainstream industry initiatives to credibly demonstrate adaptation gains; only to complement mitigation gains dovetailed with community considerations of justice and Just Transitions. These are essential elements of the way ahead especially during the present ‘pivotal period’ as defined by the United Nations Environment Programme.
