This chapter provides an overview of recent trends in the internationalization of higher education services, highlighting key characteristics in terms of the major countries and modalities involved, key bilateral corridors, and regulatory developments and discusses the coverage of this sector under the WTO’s General Agreement on Trade in Services (GATS) as well as other trade agreements. The chapter also outlines emerging segments and opportunities in higher education services which are shaping the sector’s internationalization prospects. A WTO GATS-mode-wise approach is taken throughout the discussion. The overall objective is to better understand recent developments and emerging issues in the internationalization of education services and how new opportunities can be leveraged and constraints can be addressed through domestic measures as well as international engagement. Though the chapter does not focus exclusively on India, India’s role and related developments in its regulatory environment and policy initiatives affecting the internationalization of education services are highlighted throughout the discussion.
