This chapter examines top-notch innovative talent cultivation policy in Singapore. Under the influence of national conditions and history, Singapore has formed an elite education system with national characteristics. In the face of international competition in the twenty-first century, the Singapore government emphasizes talent-driven innovation and attaches importance to the diversified development of students, so it has established a selection and training mechanism from basic education to higher education to ensure that top-notch students can receive higher level education and provide support for the improvement of their innovation ability. However, it still faces challenges in the training of top innovative talents, such as concentrated resources, low comprehensive quality and strong subjectivity in selection, limited scholarship effect and imperfect evaluation system. In response to these problems, Singapore has introduced measures to optimize the resource allocation structure, establish a comprehensive and fair selection system, strengthen the scientific research orientation of scholarships, and guide multiple forces to participate in the evaluation, aiming at cultivating top-class innovative talents who can lead the future and promote the sustained prosperity and development of the country.
