Top Innovative Talent Cultivation Policy in Germany

This chapter examines top innovative talent cultivation policy in Germany. Germany, driven by the internationalization of education competition, the Bologna Process and its national “Industry 4.0”, is aimed for achieving the cultivation of top-notch innovative talents and the construction of world-class universities. It has put forward the training of “gifted children” and a series of policies related to talent education in basic education and launched the “Excellence Program” in higher education. There is a focus on funding top research projects in three areas: doctoral schools, clusters of excellence and universities of Excellence. Among them, the “Excellence Program”, also known as the “Germanic Ivy League program”, is the most concerned initiative of the German people, and is authorized and implemented by the Federal Ministry of Education, the German Research Federation and the German Council of Science and Humanities.
