The “20 Master Plan” draws a blueprint for a high-tech smart new city. For the first step, it concerns infrastructure construction. Whether it is to establish a regional induced growth pole in the enclave or to cultivate endogenous innovation momentum, relying just on the role of the market mechanism must go through a long cycle and repeated adjustments. Therefore, it is particularly necessary for the government to invest heavily in the early stages of construction. For the enclave with the strategic goal of achieving leapfrog development, the government’s planning and construction of infrastructure must not only be scientific, systematic, and feasible, but also forward-looking. Since the new leadership team took office in the second half of 2016, the Shenshan Special Cooperation Zone has begun to accelerate infrastructure construction based on local conditions and characteristics while formulating the master plan and industrial plan.
