Regional cooperation to develop the enclave economies is a feasible path to achieve industrial gradient transfer. However, developed cities in high-level regions as exporting places not only need to invest a lot of money in enclave industrial transfer parks, but also have to deal with fiscal and tax diversion as a result of the relocation of their enterprises. Therefore, for the importing and exporting areas, it is crucial to ensure the smooth launch and sustainable development of enclave industrial transfer parks, take appropriate profit distribution models and establish scientific and reasonable systems and mechanisms.
