The sustainable development mechanism of regional smart education, is a systematic framework centered on digital transformation (Huang et al., 2024), aiming to achieve high-quality and balanced educational development through correcting concepts (shifting from “hardware supremacy” to in-depth integration of resources, technology, and applications, and establishing grand awareness) (Shakhina et al., 2023), clarifying paths (including multi-dimensional positioning, innovative development directions, and institutional guarantees), and emphasizing core elements such as top-level design, infrastructure construction, technology empowerment, collaborative sharing, digital literacy improvement, data-driven evaluation, and open cooperation, with the goal of forming a long-term ecological system that integrates concepts, systems, technologies, and talents to support educational equity and quality enhancement (Das et al., 2024).
