This chapter examines gender inclusion in Indonesian foreign policy during Joko Widodo's administration (2014–2024). Expectations of a more progressive gender-mainstreaming agenda and policies within the framework of bureaucratic and institutional reform at the Ministry of Foreign Affairs (MoFA) have increased with the appointment of Retno L.P. Marsudi as the first female foreign minister. This chapter analyzes the ministry’s efforts toward gender inclusion, assessing the implementation of gender reforms, identifying obstacles to further progress, and potential strategies in the future. It employs a qualitative case study and combines a number of data collection methods, including focus group discussions (FGD) and interviews with academics, diplomats, and officials from pertinent ministries. While significant advancements in gender reforms have been achieved under Marsudi’s leadership, the study highlights ongoing challenges, including limited female representation, inadequate support for female diplomats, and persistent socio-cultural barriers.
