Citizen protection is one of the most palpable tasks of diplomacy for every Ministry of Foreign Affairs (MoFA), including for Indonesian MoFA. In the digitalization era, the use of digital medium in citizen protection has created the possibility to address consular issues through dialogical communication using digital tools. The practice of digital diplomacy on citizen protection also demanded more responsibility and active participation from national citizens. However, digital diplomacy is experienced and implemented differently by every country and MoFA. Every MoFA faced their own challenges and opportunities. This article examines the conduct of digital diplomacy by Indonesian MoFA and argues that Indonesian MoFA has tried to be creative to face challenges and opportunities on implementing digital diplomacy in regard to citizen protection. Indonesian MoFA practices digital diplomacy to disseminate information on the issue of citizen protection which is intended not only for national citizens who are living abroad or outside the country, but also to inform people at home. Besides that, to face challenges, Indonesian MoFA is also mixing social media and the work of traditional diplomacy through Indonesian diaspora in the protection of Indonesian citizens. This article uses qualitative method with the support of primary and secondary data.
