Space activities form a lucrative commercial industry, currently valued at approximately USD 384 billion (BryceTech, 2023). Projections suggest this figure may increase to between USD 1 and 3 trillion annually by the year 2040 (Higginbotham, 2018). Similarly, and in parallel, the artificial intelligence (AI) industry is experiencing its own rapid expansion throughout government and the business world. Currently valued at around USD 136.6 billion the AI industry is expected to grow to approximately USD 1.8 trillion by the year 2030 (Grand View Research, 2022). Both the space sector and AI sectors are catalysts for economic development, pushing the envelope of humanity’s technological capabilities while providing a multitude of potential benefits to society. Despite the opportunities created by both sectors, the rapid pace at which space and AI technologies are advancing causes a tension with the regulatory frameworks that govern them as the emergent uses of novel technologies outpace the ability of regulation to mitigate the associated emergent risks. This tension between innovation and regulation, while not unique to the space and AI sectors, highlights the importance of developing regulatory frameworks that can remain flexible and adaptive to novel uses of cutting-edge technologies and the harms that may arise from them.
