Housing Challenges for Migrants and Refugees in the Regions

There is a policy effort to attract people to increase the population in regional areas through migration to relieve workforce challenges and shortfalls, and particularly to support the post COVID-19 pandemic recovery. This is also linked with curbing existing pressures on growth in major urban areas. It is widely accepted that there is a housing crisis in Australia having a major impact on migrants and refugees settling in regional areas. This chapter explores the challenges of migrant and refugee housing experiences in rural and regional Australia and unpacks critical factors in securing suitable and affordable housing. The availability of affordable housing for rental and ownership, and access to the housing market and long-term options are considered in this chapter. The criticality of housing in the settlement process of migrant workers is further examined. The authors explore housing from both a spatial consideration, i.e. regional or rural but also argue that housing cannot be separated from factors relating to settlement and social inclusion. The nuances of skills and capacities, workforce participation, networks and connections, social cohesion and people-place connectivity, and the liveability infrastructure are important in securing housing for migrants and refugees. The chapter concludes with exploring some of the innovative ways regional communities have addressed housing challenges for incoming migrants and refugees. Measures for affordability, support for transition to long term sustainable housing options, access to social housing, and self-help measures will be identified as good practice examples and as a basis for guiding housing policy and investment in regional areas.
