On Elements in One Blueprint

This chapter begins by establishing a unified theoretical framework for defining and identifying Elements in spatial planning and intervention. Drawing from the database, the chapter then provides an overview of the existing multi-Elements reflected in city/county multi-plans, which can be grouped into six spatial intervention sectors: territorial development and urban–rural construction, land administration and regulation, natural and cultural resources management, eco-environmental protection and governance, disaster prevention and safety management, and main functional guiding. Then, the allocation of Elements in aforementioned sectors are analyzed in detail respectively, with emphasis on Elements series breakdown and components, spatial layout of multi-Elements, as well as the spatial intervention attributes and instruments systems related. Finally, based on this analysis, the chapter concludes by proposing a cohesive integration framework and program ensuring unified strategic implementation for One Blueprint.
