This chapter aims to clarify how the Japanese style of organization has influenced records management and information disclosure practices. To clarify the nature of the Japanese style of organization, the chapter first reviews literature from the viewpoints of the duality of formal and informal organizations, the comparison of society and seken, and the characteristics of bureaucratic and administrative organizations. It then proposes hypotheses to serve as an analytical framework. Next, it examines three cases to understand how records management and information disclosure practices are affected by Japanese administrative organizations. Finally, it summarizes the main points of the chapter and proposes conclusions. In conclusion, while Japanese administrative organizations generally establish their records management systems effectively to preserve public records and personal notes, information disclosure often fails due to a tendency to avoid transparency in order to maintain insiders’ human relationships and protect their interests.
