In this chapter, the history of the creation and development of the concept of “governance archives” in relation to the history of governmental archives in Germany will be clarified. It is important to note that this concept of governance archives, which is intrinsically linked to the fundamental principles of the modern state—namely, democracy and the rule of law—has become a critical infrastructure for state governance. Based on this reasoning, an overview of the status of the development of local government archives will be provided, as evidenced by the results of the Japanese government’s survey. It will be demonstrated that there is a current situation in which development is particularly lagging behind in smaller local governments. In light of these conditions, as efforts are made to ensure the functions of governance archives, three strategies will be introduced: the establishment of public record management centers with a focus on the minimum functions of governance archives, the development of joint facilities with similar institutions, and the development of shared facilities with other local governments. The following discussions and considerations will be presented regarding these strategies.
