A Study on Constructing an AI Literacy Model for K12 Students: An Analytical Perspective Based on the Competency Onion Model

The emergence of GenAI puts forward higher requirements for students’ literacy. The existing research on artificial intelligence literacy has not yet formed a complete and unified framework system. This study systematically reviewed existing literature on student AI literacy frameworks and proposed an AI Literacy Onion Model by drawing upon the competency onion model. The model was structured in two layers—explicit and implicit—and comprised five dimensions in order from outer to inner: AI Awareness, AI Knowledge, AI Capability, AI thinking, and AI Attitudes & Ethics. The model's indicators were validated using the Delphi method and its practical applicability was initially tested across 100 AI experimental schools in Pudong district. The research intends to serve as a valuable reference for both theoretical and pedagogical practice in AI education for primary and secondary students.
