This paper addresses the challenge of target-enclosing formation for multiple vehicles operating within a clustered network. To achieve this, a distributed control strategy leveraging hybrid communication is proposed. This paper also introduces a clustered network architecture comprising multiple distinct clusters. Communication between these clusters is managed by designated leader nodes at specific intervals. Finally, the paper demonstrates that the target-enclosing problem can be effectively managed by the strategic design of weighted leader communication.
