This experience report details the process of curating Open Educational Resources (OER) for the Telangana IFP OER Curation Project, a collaborative initiative between the state agency for school curriculum and a university. The objective of the project was to improve classroom interactions, inclusivity, and learning outcomes in secondary schools across the state, maximizing the pedagogical affordances provided by Interactive Flat Panels (IFP). The curation process was guided by subject-specific design principles based on a research-backed, comprehensive framework (RAP Curation Rubric) to assess the quality of digital resources across three parameters - relevance, affordance and pedagogical practice. The OER curation, involving university faculty, teacher educators and teachers in the government system and external subject matter experts resulted in the curation/design of over 800 OERs across seven subjects for grades 8–10, aimed to be integrated into more than 14000 classrooms in 4000 secondary schools. This report provides insights about the curation process as a complex process including design iterations and negotiating stakeholder expectations regarding the nature of digital assets, and outlines the challenges faced during the curation process. It highlights how the curation team navigated these challenges in a principled manner, emphasizing that pedagogically informed curation is not just about identifying relevant educational resources and mapping to curricular requirements – it is very much a design process. The report explores the practice of curation as design, with a focus on maintaining teacher agency, and shares insights on the considerations involved in curating and creating open educational resources for large-scale implementation in a state education system.
