Along with the in-depth promotion of China’s “14th Five-Year Plan”, institutions of higher education have been given a higher mission, and higher education has entered a critical period of rapid development, transformation and upgrading. How to rationally allocate and optimize educational resources under the premise of guaranteeing the quality of education is the key to deepening educational reform and accelerating the construction of quality education system. The paper analyzes the historical enrollment data and education policies, takes into account various factors such as discipline development, faculty strength and financial input. Pearson’s correlation coefficient is used to identify the key driving variables, and quantitative forecasting is carried out using OLS regression model and time series method to construct a prediction model of university scale, which provides reference for development planning and policy formulation.
