This paper presents a new framework for the transformation and development of inefficient industrial land use, which is crucial for achieving Beijing’s reduction development, kinetic energy conversion, and promote the implementation of high-tech industrial layout. This study focuses on the Fangshan Industrial Park (East Zone) as a case study. Utilizing industrial life cycle theory, it starts from different functional areas, land development and output value taxation. Furthermore, through an analysis at the sample plot level within Fangshan Park, the study identifies the primary challenges currently faced by the industrial park, which include non-compliance, low land utilization rate, substandard economic benefits, historical legacies and outstanding regulatory issues. Consequently, in order to explore the multi-scenario implementation pathways and comprehensive life cycle management mechanisms for the reuse of inefficient industrial land, this study provide support and assurance for the intensive use of construction land.
