The Ecological Conservation Area is the front line of practicing the theory of “two mountains” and exploring the transformation and development of the countryside in the capital city. This study takes Changshaoying Manchu Township in Beijing as the research object, combines the research work on the ecological landscape topic of township spatial planning, and draws on the landscape character assessment method to explore the effective path of protecting and utilizing the ecological landscape resources in Ecological Conservation Areas, so as to guide the preparation of village planning and decision-making of construction projects. The study has constructed a three-level landscape character assessment technical system of “county (ecological landscape resource protection pattern)-township (ecological landscape resource use control)-village (ecological landscape project decision-making)”, which is more suitable for rural areas where the protection and utilization of ecological landscape resources is the leading development direction. This system is more suitable for rural areas with good ecological environment conditions where the protection and utilization of ecological landscape resources is the leading direction of development.

摘要
