It is a critical problem to identify the risk in imported or exported commodities. In this paper, we presents a multi-label-based classification approach for risk assessment. Firstly, we introduce the labeling procedure for defects description in the collected data. Furthermore, we introduce a novel risk scoring mechanism and GRU module to quantify the severity of identified risk labels, facilitating prioritization of risk mitigation strategies. Finally, we classify with national standard and implement a system in Chongqing.
