Research on Berth Allocation Problem for Jetty Ro-Ro Terminals Based on Disruption Recovery

The berth and transshipment road of the ro-ro terminal are the key nodes connecting the ro-ro ship and the land. The terminal improves the operation efficiency of the terminal by formulating the berth allocation and cargo transshipment plan in advance. However, in actual operation, due to the interference of ship delay, equipment failure and extreme weather, the original scheme needs to be adjusted quickly. Based on the disruption management theory, considering the actual constraints such as the tidal time window and the capacity of the jetty channel, the objective function is to minimize the weighted sum of the planned time deviation and the total working time of the ro-ro ship in the wharf, this paper proposes a disturbance recovery model for the berth allocation and vehicle transfer of the jetty ro-ro terminals. By randomly generating three different scale examples, the validity of the model and the accuracy of the heuristic algorithm are verified by comparing the solution results of the heuristic algorithm and the commercial solver CPLEX. Finally, the influence of the adjustment deviation of the interference recovery scheme introduced in the berth allocation and vehicle transshipment scheduling model is analyzed, and the sensitivity analysis of the weight parameters is carried out. The results show that the disturbance recovery model can effectively reduce the time deviation before and after the scheme under the premise of ensuring that the total operation time of the ro-ro ship is basically unchanged.
