Researching the Spectral Crust Plan approach, focusing on strategic breakthroughs in mineral exploration and the practical needs of green development, this paper addresses the contradiction between abundant mineral resources and ecological fragility in western regions. It proposes a green mineral exploration technology approach and framework for the western region based on the Spectral Crust Plan. Centered on the concept of the Spectral Crust Plan and green mineral exploration, and on the basis of systematically reviewing domestic and international advances in mineral exploration, the paper presents a green mineral exploration technology process, key technologies, and main content based on the Spectral Crust Plan (Sky-Space-Ground-Well). It summarizes methods for building a green mineral exploration network platform supported by new earth observation technologies. Using the western region of China as an example, it conducts a regional demonstration of green mineral exploration. Finally, it forecasts the future development of earth spectral technology. This research is of great significance for promoting the sustainable utilization of mineral resources in the western region and provides an innovative, green, and efficient method for the global mineral exploration field.
