Health financing is not merely about raising funds but also effectively allocating and utilizing them. Securing adequate funds and their effective allocation and utilization is crucial for the efficient operation of the health service system and maximizing its functional effectiveness. Based on its developmental history and current state, China has adopted a government-led, multi-source collaborative financing strategy. According to the China Health Statistical Yearbook 2022, in 2021, Chinese total health expenditure was 7684.5 billion yuan, accounting for 6.72% of the GDP. Personal health expenditure accounted for 27.60%, which is below the global average with per capita health expenditure at 5440.0 yuan.
