The purpose of this chapter is to analyse the dynamics of bilateral cooperation between Mozambique and Brazil, with a focus on the political-military field, in the first two decades of the twenty-first century. To this end, the general objective is to analyse how the policies of the Mozambican state responded to the opportunities that existed in political-military cooperation with Brazil in the face of changes in the national and international political context. Questioning how the opportunities for cooperation with Brazil were responded to by Mozambique, this research raised the general hypothesis that the search for an international solution to Mozambique’s internal challenges found in technical cooperation with Brazil a viable alternative. Cooperation between Mozambique and Brazil was analysed based on the liberal paradigm that states in its assumptions that the liberal institutionalism allows the interactions between different institutions from many states. The qualitative method was used and, through explanatory research, books, articles, and official documents, were consulted and processed using the bibliographic and documentary technique. As a result, it was found that, although there are moments of fluctuation that characterise Brazil’s foreign policy toward the African continent, the end of the 1990s and the beginning of the new Millennium were moments of attraction and greater involvement by Brazil in Africa. This scenario coincided with Mozambique’s political and military reorganisation, which saw Brazil as an important player in establishing a strategic partnership in various areas, including defence. The focus on technical cooperation was a sign of interaction between the two states, which highlights South–South cooperation.
