This chapter explores the historical and geopolitical forces shaping Namibia’s maritime policy, highlighting the interplay of colonial legacies, economic drivers, and regional partnerships. The chapter looks at how strategic collaborations—particularly with Brazil—have bolstered its naval capacity and diplomatic standing. The analysis also addresses Namibia’s efforts in institution-building within regional frameworks, such as the Southern African Development Community (SADC) and the Benguela Current Commission (BCC), to promote sustainable resource management and maritime governance. Through this lens, the study offers broader insights into how small, resource-constrained states can leverage maritime domains to assert sovereignty, foster cooperation, and navigate complex international security landscapes.
