From China to Other Asian Countries: The Guanxi Mode of Brazilian Diplomacy

The rise of the Global South has allowed Brazil, a huge developing country, to gradually expand its influence in the world. The relationship between Brazil and China—Brazil’s largest trading partner—has entered a new stage in the changing world political system. The problems hidden under the large trade surplus existing between Brazil and China are gradually being exposed. Brazil needs to reduce its dependence on China for commodity exports, increase the added value of its own export products, and attract more foreign investment to develop high-end technology. In addition to commodities trade, China’s advanced technology and large investments in the field of new energy vehicles have also become Brazil’s new cooperation goals. While maintaining friendly relations with China, on the one hand, Brazil is trying to readjust its needs and interests in cooperation. On the other hand, Brazil has begun to develop relations and cooperation with other Asian countries. For instance, India and Vietnam are the objects of Brazil’s attempts to expand cooperation. Brazil has established a network of relations with Asian countries including China, making efforts to solve its own development problems while expanding its international influence. The research questions of this chapter are as follows: How can Brazil deal with the impact of China’s trade? How does Brazil balance cooperation with China in foreign investment, especially in the field of new energy? How can Brazil reduce its dependence on China’s trade by strengthening its relations with other Asian countries? This chapter uses Guanxi theory as the basis for discussion and uses trade data, official statements, academic research, and news reports as the main data sources.
