The Qing government implemented the strategy of “fortifying walls and clearing the land,” attempting to encircle the anti-Qing forces. In the 18th year of the Shunzhi Emperor’s reign (1661), the Qing Dynasty issued the “Great Clearance,” or “Coastal Relocation Order,” forcefully relocating coastal residents in Guangdong, Fujian, Zhejiang, and other areas to a distance of 15 to 25 kilometers inland, in order to cut off maritime trade, weaken the anti-Qing forces.
