This chapter examines the evolution of the higher education (HE) system in Uzbekistan during and after Soviet rule. It begins with a brief overview of HE in the pre-Soviet era before exploring its development under Soviet governance. The chapter also discusses the functions of HE and the formation of its international dimension during the Soviet period. The second section focuses on major HE reforms as Uzbekistan transitioned from a command to a market economy. It examines changes in HE governance, legislative frameworks, access to HE, and the internationalisation agenda from 1991 to 2016.
