This chapter outlines an argument and framework for a holistic approach to GenAI literacy, aimed not only at students but also at stakeholders across all levels of the higher education sector. This framework conceptualises GenAI literacy as a continuum of learning (UNESCO, 2024) that demands continuous engagement. The holistic approach we propose recognises that using GenAI involves navigating a spectrum of first (should I use it all?) and second order (how should I use it?) ethical considerations, technical knowledge (how do I use it?), and functional competencies (how does it work?). While first order ethical perspective and deeper functional competency can enhance comprehension and use, they are not necessarily central to the everyday use of this general purpose, black box technology. In doing so we position GenAI usage within the scope of critical digital literacy (Bearman and Ajjawi, 2024), critical AI literacy (Gupta et al., 2024), or critical data literacy (Pangrazio and Selwyn, 2023).
